Abstract

The Scientific Library of Alecu Russo Bălţi State University remains to be of the highest category institution in accordance with Government Decision no.381 of 13.04.2006. It is a Departmental and Territorial Librarianship Center based on the Order of the Ministry of Culture no. 2 of 13.01.2015 (previous - 2004).From 2003 the Scientific Library acted as a Regional Depository of World Bank , integrates 6 Centers, an Information Point, 3 international collections, and 10 private collections, participated in 2016 in 3 projects that brought more benefits, including technical equipment worth 110,647 lei ( 5,270 euros). Beyond the annual budgeting constraints and the many problems faced by librarians they are confident in the digital future of the information institution, an objective developed with the active completion of the USARB Open Research Archive (ORA) and the indexing the academic works in open libraries and platforms. Librarians became credible guides that help students, teachers and students navigate to a constant change in the environment of information and communication technologies. They not only select digital academic resources for users but also deal with teaching and learning, actively participating in education and research processes.
